Debbie Campbell watched the council's collector removing two bags from the top of her bin in Leeds and dropping them next to her gate before emptying the rest of her waste into his truck.
The 48-year-old mother could not close the lid on her two bins because she had extra waste after missing a collection a fortnight ago - but she was furious to see her rubbish tipped onto her street.

Miss Campbell said: ‘I went out to ask him what he was playing at and he just told me that you’re not allowed to leave your bins with the lids up for health and safety reasons, which I didn’t know.'

She asked him if he could at least let her throw in the bags, but he claimed the van was full.
Miss Campbell - whose CCTV clip of the incident has been viewed 90,000 times on Facebook - added: 'I accept that it was my fault that I missed the collection, but it’s just getting to the point where you think "what’s the world coming to?"'
Leeds City Council confirmed today that the refuse worker had been ‘stood down’ while it carries out an internal investigation.
But a councillor added that the workers told Miss Campbell that the truck was full, before going away to empty it and returning 40 minutes later to collect the extra bags they had left behind.
Mark Dobson, executive board member for environmental protection, said: ‘While it is unacceptable to just leave the bin bags on the pavement, the crew spoke to Miss Campbell to say the truck was full, went to empty it and returned 40 minutes later.
'She’s confirmed this to us and the refuse collector has been stood down while we investigate.
'We can’t operate over-full trucks that breach transport regulations, so the crew were right to return. They shouldn’t have left the bags on the pavement, but they did come back as soon as the truck was empty.’
He added in an earlier statement: ‘I have looked at the footage and the bags were clearly in the bin, they were not on the floor.

'I am of the opinion that the bin should have been removed. I will certainly not be turning a blind eye to this.'

The council says in guidance on its website: 'Household waste must be contained within your bin with the lid closed. If you leave excess waste on top of, or near your black bin, we will not collect it.'
It also advises residents that if a bin is too heavy or contains items that should not be inside, workers will leave a tag which says what must be done before the waste can be taken away.
In autumn 2009, Leeds residents suffered when bin workers went on strike over pay levels for 11 weeks, with the dispute eventually settled when employees voted to accepted an improved offer.
